When trying to create or edit an App or Resource, nothing happens

Because of changes in the admin portal, some apps and resources may not show settings windows in both the create a new app/resource and edit views. Content filtering and ad-blocking browser extensions prevent page elements from being displayed/loading.  If you have one of those enabled (AdBlock, UBlock, etc), look to the far right side of the URL line in the browser for a warning like pictured below. Click on it and whitelist

You will need to do this step in each browser that you have these apps enabled.
